Consider adding citation metadata

There's https://github.com/SebastianM-C/PkgCite.jl by @SebastianM-C which has some machinery to derive citations.

My biggest question here is if this is a per-package or per-version information. It looks like PkgCite pull's from the tip of each Package's default branch to find the package citation, which seems like a great way to do this.

Are there cases where you want a specific version tagged with a DOI? Or even more motivatingly, need to retrospectively annotate this information for an already-published release? Are there cases where you need this information cached or rapidly available? Or ways in which PkgCite is otherwise inadequate?

Some packages have version specific citations, some only a citation for "the entire package" . It depends on the package authors which version they display on the readme (or as cff). Let me know if there's anything that I can do to help from the package side.

I'm mostly curious about where you find the existing mechanism through which PkgCite works to be insufficient — and how it would be improved if its data were tracked externally from the packages (like here).
