I read the Torrentfreak article to discover this work. Very nice and intriguing project! Just wanted to drop some technology suggestions, you can close this issue whenever you want, as I cannot gauge if they are a good fit.

Not a fan of bitcoin / crypto space, there are other open payments protocols in the works. Perhaps Taler, which also has an EU grant program going for it, NGI Taler via NLnet.

There is a protocol extension of W3C ActivityPub called ForgeFed that can be used to decentralize the code forges, become independent of Github. Forgejo a popular FOSS alternative to Github is implementing forge federation (this lives on Codeberg which itself runs Forgejo) and intends to support it. ForgeFed is ideal for a university-led research project, and needs help from the open source community to further mature.

There are a host of research activities around ActivityPub to make it go beyond federation into more p2p areas. Client-to-server (C2S) ActivityPub profile (think local-first social clients), Content addressing, etc.
