SMAPIv3 has been supported since XenServer 7.6

It was experimental in 7.5 and supported since 7.6,
update status in design doc to reflect that.

The latest docs can be found at https://xapi-project.github.io/xapi-storage/#introduction
as mentioned at the bottom of the design document.
