Part 1.
This takes the backend-related code out of context.cpp and abstracts it away into a backend-device-factory, then simplifies it a bit. Backend-related general utilities were separated into platform-utils.
No functional changes here; should be mostly same as before.
Next part will have functional differences: singletons, is-alive capabilities in the device-info (applies to DDS, too), etc. -- I tried to create a base first.
