Carrying over a few commits from #43 (which is stuck on conda-forge/lapack-feedstock#32), and bumping openblas. I had forgotten that blis was still on 0.6.1 here, but @isuruf reminded me - thanks.

@isuruf What happened to gfortran_win-64? I haven't touched this part of build.sh and I'm pretty sure this used to work, but now the package isn't found

The CI looks like the windows builds failed to upload, but the files are there.
