Use ClrSafeInt everywhere and cleanup other same math declarations (dotnet#70197)

* Replace safe math in util.hpp with ClrSafeInt

* Remove unused definitions in safeint.h

* Replace BSTR usage with ClrSafeInt

* Delete intsafe.h
