EIP-7883 and EIP-7823 both target on MODEXP precompile, do we need to add duplicate test case for each eip?

If anyone wants to pick up checklist for eip-7823, you can re-use the helper function in eip-7883 -> PR ethereum/execution-spec-tests#1929
