[ESLint] Add more hints to lint messages (#15046)

* A clearer message for props destructuring where applicable

* Add line number to the "move function" message

* Add a hint for how to fix callbacks from props

* Simplify code and harden tests

* Collect all dependency references for better warnings

* Suggest updater or reducer where appropriate
