[VOTE] Contributors with write access to various subprojects

With the subproject vote passing: #5847, I would like to also do a backfill vote for the contributors who currently have write access to the subprojects, to have a tracking record in the community. Some are marked as (New) which are ones I think should be added write access based on their past contributions to the subproject.
