Added Tensorflow Probability example of Chapter 2

In addition to rewriting a bunch of the code in Chapter 2 to make use of
TFP instead of Pymc2 or Pymc3, the text has also been updated to reflect
how models are put together in Tensorflow probability using loss
functions rather than Pymc's `model
