Why is my additional usage budget reset at month start?

I have a few dollars left in my additional usage, which I paid extra to continue the use of Copilot in July, for GitHub Copilot as of the end of last month (Aug 31). But it's reset to $0 today (Sep 1. That should not happen. It's not part of the monthly plan but contingency. Please fix and refund. Thanks.
