Patch events in Clipboard change, CSP3, Gamepad (#1731)

Via w3c/reffy#1983.

This amends the event patches to make the following corrections:
- `clipboardchange`: the event does not bubble, is only fired at `Window`, and
does not use the `ClipboardEvent` interface.
- `securitypolicyviolation`: the event bubbles.
- `gamepadconnected`, `gamepaddisconnected`: events are only fired at `Window`.
