we need versions which are templated and specialized to cuda::tag to properly disambiguate all cases. Note that cuda's select_system is special due to the cuda_to_cpp and cpp_to_cuda cases; the other systems shouldn't need these specializations.
Make UnitTestDriver::~UnitTestDriver public so that the functions returning the singleton can create the instance. Move the definition of driver_instance(thrust::system::cuda::tag) to backend/cuda/testframework.cpp
