This PR updates our config files, but it looks like most notebooks have a pkg environment that doesnt instantiate on 1.9... Probably because of the stdlib changes.
So this needs to be combined with updating & regenerating all embedded pkg environments.
Would be nice to also to
Pkg.upgrade_manifest()
