This pull request updates Ubuntu to version 23.04 and Node to 18 (see Automattic/wp-calypso#72245). It also performs various performance adjustments, and fixes a wrong fingerprint for GitHub.

Testing instructions

  1. Run git checkout upgrade
  2. Run vagrant up
  3. Log in to the virtual machine, and head to the /var/sources directory
  4. Run npm start to start the application
  5. Open the Home page
  6. Assert that the application works as usual
