Post Carousel block displaying posts with no featured image

Steps to Reproduce

1. Add a Posts Carousel block to a page or post
2. Make sure at least one of your latest posts that will appear in the block doesn't have a featured image
3. Save the changes

What I expected to happen

The posts with no featured image would not appear in the block. Related report: Automattic/newspack-blocks#542

What actually happened

The posts with no featured images appear in the block.

Context

A user reported this in 31002603-hc, and I was able to replicate on a couple test sites.

Follow up in 4203916-zen.
