Jetpack Stats Tooltip in Email Clicks Shows Incorrect Data

Context and steps to reproduce

On a site with subscribers, publish a post and then go to

1. Stats > Subscribers > Emails
2. Click one of the emails
3. Click "Clicks"

The tooltip shows 0s, when I clearly have clicks. The clicks do not match the opens, so the actual chart is likely correct. The tooltip isn't.
