`az ad/role` commands write WARNING for Microsoft Graph migration to `stderr`

I have raised this issue previously the day it occurred on a separate repo and they directed me here. I've basically copy/pasted what I provided them, if you need any more information I'm happy to get that for you.

Issue Description
Version 2.34.1 released on 03/03/2022 has started writing the following WARNING to Standard Error.

2022-03-09T21:20:20.2727785Z ##[error]WARNING: The underlying Active Directory Graph API will be replaced by Microsoft Graph API in a future version of Azure CLI. Please carefully review all breaking changes introduced during this migration: https://docs.microsoft.com/cli/azure/microsoft-graph-migration
Version 2.33.1 does not output this log

I would expect a non-breaking change in a minor version update, and for warnings to not be written to standard error.

The reason I think it's the azure-cli update is due to a previous identical stage deployment being successful with the following output

Your script shouldn't decide whether a command is successful based on stderr. It should check the exit code instead. Please see https://github.com/Azure/azure-cli#exit-codes

If you want to disable the warning, there is a global argument --only-show-errors to disable warnings for a specific command. You may also disable warnings for all commands with

az config set core.only_show_errors=True

It should have been in the patch notes then that this was going to be a breaking change, or it should have been a major version. We have hundreds of pipelines set up using the azure cli task which now have to be updated because they all have been set to fail on standard error.

Frankly speaking, this is not considered a breaking change, as writing warnings to stderr is the design since the beginning of Azure CLI. For example, a warning is shown for all preview, experimental or deprecated commands or arguments: https://docs.microsoft.com/en-us/cli/azure/reference-types-and-status.
