{ARM} Fix some test issues for live test

Description

Test issues caused by code bugs:

1. Service contributors have modified the original subscription to their own subscription
2. The error type of assertion is incorrect.
3. The end of cancel command execution is not completely consistent with the state transition of provisioningState, so we need to add the wait operation before checking provisioningState.
4. Bicep related issue: Bicep related live test issue #17390
