TestExtensionsLoading's timeout #21893: 20min -> 40minWith the increasing number of Azure CLI extensions,
TestExtensionsLoadingnow fails withhttps://dev.azure.com/azclitools/public/_build/results?buildId=231889&view=logs&j=5d4e0a61-dcf5-5012-d9d5-11ab80b502fe&s=d654deb9-056d-50a2-1717-90c08683d50a
This PR doubles the timeout to 80 minutes.
