Another round of 1DP Python Projects SDK updates

• Re-emit from TypeSpec, following this (now completed) TypeSpec PR (see description there): Another round of updates to /connections, /datasets & /indexes operations azure-rest-api-specs#33829
• Make "version" a required input argument to .datasets.upload_file_and_create and .datasets.upload_folder_and_create methods, since the service is not yet ready to support un-versioned dataset creation.
• Update sync inference samples. Bring over new async inference samples. The Azure OpenAI inference sample was written but not fully run because I need a new Foundry project with AOAI connection that has an AI model deployed.
• Implement sync and async versions of .assistants.get_client()
• Implement sync and async versions of .telemetry.get_connection_string()
