Pull Request Overview
This PR synchronizes the eng/common directory with azure-sdk-tools for PR 11373, updating the TypeSpec emitter archetype pipeline template to use standard Git checkout operations instead of sparse checkout.
- Replaces sparse-checkout template calls with direct
checkout: selfoperations - Adds explicit PowerShell command to checkout the PR branch
- Removes SessionRecords exclusion patterns from the checkout process
