Pull Request Overview
This PR streamlines the release plan creation workflow by removing the step that explicitly checks for existing release plans before creating a new one. The key changes consolidate the workflow and add critical instructions for LLM behavior.
Key Changes:
- Removed the separate "Check Existing Release Plan" step (former Step 2) that used
azsdk_get_release_plan_for_spec_pr - Added a new instruction (#4) to always check and follow the
NextStepsfield in tool responses - Renumbered all subsequent steps (Steps 3-7 became Steps 2-6)
