[Codeowners] Sort CODEOWNERS entries

Some automation should sort blocks in the CODEOWNERS files (Client Libraries and Management Libraries get the most traffic and are most interesting here) on some cadence and open PRs to correct sorting.

This will contribute to ensuring that rules apply properly (order of rules matter and needs to go from "general" to "specific").
