The upcoming features note that it will create an issue in the specs repo, but in the release planner, it still shows the release request repo.

I've been waiting for ten minutes, and the issue hasn't appeared yet. I'm not sure if there's something wrong with my steps.

This is not using new release planner flow. Seems like a permission issue. I will check.

@JiaqiZhang-Dev You were missing few permissions in PPE so release planner was showing a different version which is applicable only for Open API based releases. I have added more permissions. Can you please try now?
