Using git-helpers Get-ChangedFiles

Resolves #7504

This will be used as the first step of a common build pipeline which we will add to all our repos.

The following pipelines have been queued for testing:
java - template
java - template - tests
js - template
net - template
net - template - tests
python - template
python - template - tests
You can sign off on the approval gate to test the release stage of each pipeline.
See eng/common workflow

Not sure what you are going to do with this info yet but looks reasonable.

Not sure what you are going to do with this info yet but looks reasonable.

This will be consumed by language-specific logic for selecting which packages will be built. A json file is an easy universal input that anyone will be able to understand.
