Operation missing in Azure.ResourceManager.Legacy.LegacyOperations

• CheckExistence: corresponds to ArmResourceCheckExistence
• ActionAsyncBase: corresponds to ArmResourceActionAsyncBase, which is used when response doesn't have ArmAcceptedLroResponse
• ListBySubscription: corresponds to ArmListBySubscription
• ListAtScope: corresponds to ArmResourceListAtScope, I'm not sure, seems this is covered by ArmResourceListByParent?

I feel like we need to prioritize it. recoveryservice in wave 1 needs ListBySubscription

CheckExistence makes perfect sense, we will add this.

The ActionAsync template has a Response parameter that allows you to completely change the union of success responses (including the default 202)

Not sure I understand the need for new list operations. We should just be able to use ArmListBySubscription for subscription lists. We should be able to use LegacyOperations.List to list at any scope that you provide parameters for in the interface.
