In the Caseworker Journey tab, the “All Wards” filter currently displays wards beyond the scope of the logged-in user.
The list of wards should be limited based on the user’s assigned role and location (e.g., province or district).
Expected Behavior:
Provincial users should only see wards within their province
District users should only see wards within their district
Users should not have visibility of wards outside their assigned scope
Current Behavior:
The “All Wards” filter displays wards outside the user’s assigned role
