[test] Add comprehensive unit tests for ManagerProgressFooter component

- Test all 4 UI states: queue running, tasks completed, restarting, restart completed
- Test toast notification management during restart process
- Test error handling for failed restarts
- Test expand/collapse functionality
- Mock all dependencies properly including stores and services
- Use custom event handler mocking for testing async reconnection events
- Achieve 100% test coverage for the component
