插件应该能够兼容 @douyinfe/semi-ui-19，正确加载主题。

Steps To Reproduce

1. 使用 Rsbuild 初始化项目。
2. 安装 React 19 适配包：npm install @douyinfe/semi-ui-19。
3. 配置 rsbuild.config.ts 使用 SemiRspackPlugin：

   new SemiRspackPlugin({
     theme: "@semi-bot/semi-theme-doucreator",
   })

插件在 createThemeLoaderRule 方法中（以及 createSourceSuffixLoaderRule等其他方法），正则表达式严格限制了包名为 semi-ui 或 semi-icons, 导致无法匹配到 semi-ui-19，从而没有正确应用 semi-theme-loader。
