This also needs the an updated GitTools.Testing that uses the same version of LibGit2Sharp/LibGit2Sharp.NativeBinaries once it is available. |

This changes the target framework to netstandard2.0 so that the version of LibGit2Sharp can be upgraded. It also allows the DumpGraph and ProcessHelper code that was removed for netstandard1.3 support to be added back in.
