riffing off of #9855, Node 10 added a
recursiveoption tofs.mkdir, making it fully capable of what we usemkdirpandmake-dirfor (in fact, sincemake-diractually gets updated, it now just callsfs.mkdirwhen it's supported).We require a minimum Node 10, so no need to use these anymore.
