error: ERROR: LoadError: InitError: The MATLAB library path could not be found.

how can I fix the error?

If it's installed to a custom location add the MATLAB_HOME environment variable with its correct location

1. can we use MATLAB 2019 with MATLAB.jl?

2. can we use JuliaPro 1.2.0 with MATLAB.jl?

For 1. yes (it works on my machine)
For 2. probably and I see no reason why it wouldn't, unless JuliaPro is doing something it shouldn't
