https://zlib.net/zlib-1.2.12.tar.gz is not available (HTTP 404). ZLib website publishes only the newest version on https://zlib.net/. All versions (old versions included) are available on https://zlib.net/fossils/

It seems that the issue with building on macOS is similar to this one: actions/runner-images#11545 |
