Key not available Kleopatra #176

Hi guys im new to this page and really need help. i work on Help desk and i've been strugling trying to solve this and couldn't find a solution.
An user from my work is trying to decrypt some files via kleopatra and the errror :(Decryption failed :No secret key.) The problem is that other users with the same keys can decrypt those file except for this person. i also tried generating a new set of keys and yet have the same error. Also tried to decrypt the same file via GPA and the same error appeared. is there something left ? the keys on both, Kleopatra and GPA are displayed and fully functional) .
