Smart transactions should be active on Polygon network on v13.17.0 RC
When performing a send or swap on Polygon, smart transaction screen is not displayed

Expected behavior

Smart transactions screen to be displayed when sending and swapping on Polygon

1. Make sure Smart transactions - enabled in Advanced Settings
2. Send or swap on Polygon
3. Notice smart transactions screen is not displayed
