[Bug]: Switching accounts while on Non-EVM network resets Network manager to Popular networks

Describe the bug

If a Non-EVM network is selected and the account is switched, then the Network manager resets to popular networks

Expected behavior

Network manager not to reset when switching accounts

Steps to reproduce

1. Select Solana, Bitcoin or Tron network in the network manager
2. Switch accounts
3. Notice network manager resets to Popular networks

I am able to reproduce this in 13.17 too - I don't believe this is a 13.19 regression.
