nightly contains: MIP8, MIP9.

The next hard fork will affect the mina transaction logic, so the
protocol version needs to be bumped from 3.0.0 to 4.0.0.

The reason this is a bulid-me instead of nightly is that in previous nightly failing test that could be patched now are unit tests.
