Add technical documentation to Skip Nav page

I drafted a page on our Skip Nav pattern. Based on first bit of Header - Skip Nav config. Edwin, can you put any technical documentation appropriate to dtk in that page. Other than that if the rest of your work in the Header - Skip Nav config gets put in the appropriate repo, then the info of that doc is probably all covered in those to places; more persistent than a shared doc.
