rewrite from squin to STIM

depending on QuEraComputing/bloqade#198 #21 #16 , this should be a simple rewrite once those issuses are resolved.

However, we need to add some operations up to the squin dialect upon needs. (e.g the Pauli noise channel as an operator). We will track these modifications in this issue in the future as below.
