This repository is the authoritative source for the Starisian Infrastructure Contract Specification (SICS) — a platform-agnostic behavioral contract defining the minimum infrastructure requirements for compatibility with:
- The Event Horizon security layer
- The SPARXSTAR DVE platform
SICS does not prescribe technology choices. It prescribes observable behaviors, trust boundaries, and operational invariants that any compliant infrastructure implementation MUST satisfy.

This written contract (SICS) is the highest authority in the constitutional hierarchy. No implementing repository may redefine, narrow, or extend contract invariants through implementation choices. Where an implementation conflicts with this contract, the contract is authoritative.

All changes to this contract require:
- A version increment
- A published amendment notice
- A backward compatibility statement
Silent amendment is prohibited. Only Starisian Technologies, or its explicitly designated governance authority, may issue official amendments.
