Build farm is failing on ARM due to lack of released libceres-dev needed for Ceres backend optimizer. That's on the blacklist for now along with cartographer and a few other packages.
However, we're failing due to some tests we disabled in melodic in some of the binary jobs. This removes these unit tests (very little coverage to begin with, mostly used to check math of something we don't touch). This is failing due to some really subtle CMake issues that we shouldn't be blocking binary releases for.
