Since #7 .wit files are the canonical format for proposals. Github does not support .wit file syntax highlighting natively.

This change instructs Github to use Rust syntax highlighting on .wit files. Now, this is most definitely not perfect, but it at least it colours the basics such as comments.

Makes sense to me. According to this we need at least 200 unique users before we can add upstream syntax support, which we don't have yet, but we're hopefully going there and beyond!
