Editor: Render all Notices inside new interface skeleton notices area

Description

Recently I had to extract the Snackbar notice component and render them inside the new .interface-interface-skeleton__notices. container. It was necessary to resolve the z-index context issue with Block Inserter. See #33355.

Moving only Snacbar notices is a temporary solution. A more permanent solution should be to render all notices in the new area.
