CheckboxControl: Add disabled state

What problem does this address?

#59364 surfaced a use case for a disabled state on CheckboxControl.

What is your proposed solution?

• Add appropriate styling (both for disabled and aria-disabled).
• Make sure the onChange is bypassed correctly in the aria-disabled case).
• As for the focus behavior when disabled, we may need an additional focusableWhenDisabled prop so consumers can choose (related: Make sure disabled buttons are always focusable by default #56547).

Should we call this prop accessibleWhenDisabled for better consistency with the Button prop?

The current PR which I have raised is focusable by default when disabled, attaching a screen recording.

This is because of the use of aria-disabled native attribute attached on the input element.

Are we looking to change the attribute to disabled when accessibleWhenDisabled is false and aria-disabled when accessibleWhenDisabled is set to true. This way more control would be given to the developers using this props. We can have the defaults set as per the requirement and as per the Button component's default behaviour to have consistency across components.

Working on a client site today I found that the CheckboxControl did not have a disabled state and I found this issue. I looked at the PR and I think it would be a great addition!
