Improve discoverability of List View editing for Navigation block in content-only mode #73042

What

When the Navigation block appears in content-only mode, users often struggle to locate or use the editable List View for managing menu items. The current behaviour assumes prior knowledge of the feature and provides few visual cues or entry points, making menu editing feel hidden or unavailable.

Why

Content-only editing aims to simplify workflows for all users, but the Navigation block remains one of the most complex elements to edit. If users can’t easily find or understand the List View, they may revert to in-canvas editing or abandon changes altogether, undermining the simplicity this mode is designed to deliver.

How

Improve discovery and access to the editable List View when using simplified editing. Potential approaches include clearer entry points in the sidebar, contextual prompts, or adjustments to block and editor behaviour so users can easily find and manage menu items without relying on in-canvas editing.
