Allow full List View navigation data editing from Site Editor Navigation

What problem does this address?

The Site Editor Navigation Menu editing is underpowered. We show the menu for editing, but only allow moving and deleting items. We should strive for feature parity with the ListView within the Sidebar Inspector of the Navigation Block.

What is your proposed solution?

1. Allow adding links via the block appender
2. Allow adding new pages via the page creation flow
3. Allow editing existing links
4. Allow adding blocks? This may not be as feasible, as the popover LinkUI currently redirects to the full block inspector for adding new blocks. This view isn't available from the this context.
