Description

Reverts #19623, so horizontal reading order matches DOM order.

I tested it and it works great. Let's merge it and backport to WordPress 5.4 release.

Thank you for trying this approach in the first place. We should continue seeking for improvement in this area. We should also see how it feels once we add changes that change the behavior of the tabbing in toolbars as reported in #15331. We are close to land the changes that will make one tab stop per toolbar. Having that in place, we will have only two tab stops in the header and that might resolve the issue completely.
