Optimize more selector calls

Two more small performance tweaks:

• I noticed that when you type on any block and the document sidebar is open, the permalink panel keeps rerendering;
• I noticed that the "onRemove" prop for BlockEdit is the only that changes on each rerender.

I'm not sure if this will have any noticeable impact though, let's what the tests say.
