What/Why?
We needed to push a stable point release for 16.1, and it uses this changeset #49082 (review). The problem is that it wasn't part of the releases/16.1 branch, and it needs to, or the upload zip workflow will be the outdated one. That's what happened when I ran the workflow to release 16.1.2 the first time, so I'm reverting to do it again, but this time cherry-picking #49082 (review) into releases/16.1 FIRST :)
